CPSC Announces ANPR on ATVs

WASHINGTON, D.C. � Furthering its commitment to improving the safety of ATVs and to reduce the number of deaths and serious injuries nationwide, the U.S. Consumer Product Safety Commission (CPSC) voted unanimously to issue an Advance Notice of Proposed Rulemaking (ANPR) pertaining to all-terrain vehicles (ATVs).

Stemming from the June 8, 2005 memo from CPSC Chairman Hal Stratton to the staff, the ANPR is a significant step in a broad and comprehensive review of all existing and potential ATV safety rules and regulations. The ANPR invites written comments from the public regarding the risks of injury associated with ATVs and ways in which these risks could be addressed. The public has 60 days to provide technical comments to the Commission about the ANPR.

In addition to comments on the ANPR, the staff will consider the issues highlighted in the Chairman�s memo, including pre-sale training and certification requirements, formal notification to buyers of safety rules, and performance and design standards, as well as various other approaches that could reduce ATV-related deaths and injuries.

In recent years, there has been a very troubling and dramatic increase in the numbers of ATV-related injuries. For example, the 2004 estimated number of emergency-room-treated injuries for all ages -- 136,100 -- reflects an increase of about eight percent over the 2003 estimate of 125,500 and is an increase of 101% over the 1998 estimate of 67,800. Even more alarming ...is the 2004 estimated number of emergency-room-treated injuries for children under 16 -- 44,700 -- which is a 16% increase over the 2003 estimate of 38,600 and a 78% over the 1998 estimate of 25,100.

In addition to the vote on the ANPR, the Commission today voted unanimously to defer a final decision on a petition submitted by the Consumer Federation of America and other groups that calls upon CPSC to ban adult-size, four-wheel ATVs sold for the use of children under the age of 16.

Name of Product: Kawasaki Model Year 2001-2005 Prairie and Brute Force All-Terrain Vehicles (ATVs)
Units: About 155,000
Distributor: Kawasaki Motors Corp. U.S.A., of Irvine, Calif.
Hazard: A significant impact to the front wheel of the ATV while the steering is fully turned to either side can result in suspension damage, wear, and an eventual loss of steering control that could result in injury or death.
Note: Kawasaki previously recalled the Prairie 700 4x4 in March 2005 because the age recommendation warning label was missing.
Incidents/Injuries: Kawasaki has received 42 reports of ball joint separation which could result in loss of steering control.
Three injuries have been reported.
Description: The recall includes 2001 through 2005 Prairie and Brute Force Kawasaki ATVs. The following Kawasaki ATV models are included in this recall: Prairie 300, Prairie 300 4x4, Prairie 360, Prairie 360 4x4, Prairie 400, Prairie 400 4x4, Prairie 650 4x4, Prairie 700 4x4, and Brute Force 650 4x4. The model numbers can be found on the identification label located on the frame of the ATV. "Prairie" or "Brute Force" is printed on each side of the vehicle's gas tank.

Some of these shotguns may have the potential to fire out of battery (that is, without the bolt being fully closed). This could create a risk of death, serious personal injury, and property damage. It is also possible that improper reassembly may create an unsafe condition.
If you own or possess a Model BSA 200 series semi-automatic shotgun in any gauge (12, 16, 20, 28 or 410), stop using it immediately. You will need to return it to BSA Imports for modification.

BSA Imports will assist you in making arrangements to return your gun to our repair center for modification at NO CHARGE TO YOU . Name of Product: All-terrain vehicle (ATV) 9-inch wheels, with aluminum center section
Units: About 875
Manufacturer: HiPer Technology Inc., of Lawrence, Kansas
Hazard: The aluminum center section of the wheel can come apart causing the tire and rim to unexpectedly separate from the ATV, posing a risk of serious injury if the rider loses control of the vehicle.
Incidents/Injuries: HiPer has 12 reports of wheel center section breakage and separation.
Description: The recalled 9-inch ATV aftermarket rear wheels have a model number of 0990 YHR. The rear wheels were manufactured from February 15, 2005 through May 2005. The recalled wheel can be used as the rear wheel on ATVs having the following bolt patterns: four bolts on a 110mm circle or four bolts on a 115mm circle. The center section of the wheel is made of aluminum and has eight bolt holes.
Sold at: ATV dealers and HiPer Technology sold the wheels from February 2005 through May 2005 for about $190.
Manufactured in: United States.
Remedy: Consumers should immediately stop using the 9-inch ATV wheels and contact HiPer Technology to receive a replacement wheel center section and or wheel repair, free of charge.

Hazard: The treestand's bracket can bend if not secured properly by a chain and if weight is applied[, this] can cause the chain to disengage from the stand, the stand to separate from the tree and the user to fall and suffer serious injuries.
Incidents/Injuries: Tahsin received one report in which a person fell from an unknown elevation while using the treestand.
Description: The recalled treestand is the Ameristep Model 9203 Hang-on of the Grizzly Treestand Line. The product is a steel fixed-position treestand that uses a steel chain for attachment to trees and has a camouflage-covered seat.

Name of Product: Kydex Belt Holsters for Glock model handguns
Units: About 8,000
Manufacturer: Michaels of Oregon, of Oregon City, Ore. Hazard: The holster's retention strap can move out of position and could cause a handgun to unexpectedly discharge while being reholstered, posing a serious injury risk to consumers.
Incidents/Injuries: The firm has received three reports of unexpected discharges. In one incident, a law enforcement officer was shot in the leg while reholstering his firearm. Description: The recall includes Kydex Belt and Tactical Holsters with thumb break fits for Glock model handguns. The holsters are rigid and are made of black Kydex and come with tension screws for a proper fit. The words, "Uncle Mike's by Michaels of Oregon" are printed on the back of the holster. The recall involves sizes 12, 21, and 25, which is printed on the inside of the holster between the two screws securing the holster to the belt slide.
Sold through: Uncle Mike's and Uncle Mike's Law Enforcement catalogs and at sporting goods stores and gun supply stores nationwide from January 2002 through October 2002 for between $25 and $50.

L.W. Seecamp Co., Inc. has been making their fine "pocket" pistol for years. The firearm was tuned specifically to be utterly reliable with only one make/type of ammunition, the .32ACP Winchester Silvertip�. Lee Precision, Inc. has issued the following warning regarding its .223 Remington full-length resizing die.

"A quantity of dies have left our factory that can cause excess head space if adjusted to firmly contact the shell holder. Only the .223 Remington full-length resizing die with date code stamp C4 are affected. These dies were shipped from April to June of 2004. The date code is found on the head of the die [following the "E-223" stamped above the threaded portiion of the die]. Please return the affected die to Lee Precision, Inc. for a replacement at no charge.
This die is dimensioned like another brand's die and can be safely used if it is backed away from the shell holder 1/4 of a turn. If the breach [sic] mechanism closes with difficulty, the die is adjusted downward toward the shell holder a partion of a turn and the case again resized. This procedure is to be repeated until the breach [sic] mechanism will just freely close on the resized case. For safety and maximum convenience, return the C4 die for replacement."

TIKKA - SAKO - BERETTA recall!
Since November 2004 a serious problem has surfaced affecting stainless steel Tikka and Sako rifles. There have been several instances of "self-destruction," some involving personal injury. Nothing has been posted (as of 12-26-2004) on any of the three Web sites. One user's report noted, referring to the SAKO Finnlite model, "They have all been pulled from the shelves." This is no minor problem as can be seen if you examine some of the photos here (scroll down to "Re: Sako Blow-up" posted by "Lawndart") you will see the a result one shooter. The current thinking is a problem with the stainless steel barrels and some report offers to replace just the barrel while others report offers to replace the entire rifle. A poster at another forum (http://tinyurl.com/6mfuo) wrote: "recall on [Tikka] T3 Stainless rifles with serial numbers starting with 419140 and going to 461951." This information should not, however, be accepted as all-inclusive. Several shooters wrote they had received a "recall notice" from Beretta. Also, several people provided telephone numbers: Beretta 800-636-3420; in Canada, contact Stoeger's 800-263-1945. Another shooter posted this information:

"I had one of the recalled rifles (.308). After a lot of research and BS'ing with people at Beretta's customer service I finally got the direct phone number (301)-283-2191. Cheryl (ext 1212) is in charge of this "situation" and was very helpfull (once she called me back). The best thing to do is to call that number then hit "0" for the receptionist. You won't get through to Cheryl but chances are you will get through to Peter. I spoke with him twice and he got my message to Cheryl with a quick response."

What comes through "loud and clear" is shooters' disgust with the Beretta-SAKO-Tikka hierachy which apparently is refusing to publish any useful or explanatory information on any of the three websites. If you even think you might have one of the affected products, do NOT attempt to fire the rifle without assurance from the manufacturer that your rifle is safe to fire. Outdoor Life magazine noted, in mid-2005, that this recall was "...99 percent complete. The firearm's importer, Beretta USA, reported that all but 20 of the 2,700 guns affected by the recall had been returned or were in the process of being returned. At least six cases of rifle failure have been reported, according to the Outdoor Wire, with the most serious case occurring to a Washington shooter who broke bones in his hand when his gun barrel exploded."

Associated Press reports Stack-On Products of Wauconda, Illinois, said it would replace tubular cylinder locks on its cabinets for free after it was determined a ball-point pen could be used to pick current locks. "A gentleman called customer service and said he could open [his gun cabinet], and it took us a day and a haalf, but, our engineering staff said it could be done," said Susan Eckhoff, vice president of administration for Stack-On, which manufactures storage products such as tool chests, gun cabinets and gun safes. She said she didn't know how many gun cabinets had been sold through sporting goods retailers. Only some of the cabinets are eqipped with tubular locks, Eckhoff said. In 1997, CVA voluntarily implemented a recall of in-line muzzleloading rifles manufactured in 1995 and 1996. To identify the rifle, read the serial number on the barrel opposite the firing bolt. Hazard: If the strap mounting bracket loosens or rotates, the strap hook can release, causing the tree stand to detach from the tree. If this occurs, the consumer could fall to the ground.
Incidents/Injuries: Rivers Edge/Ardisam, Inc. has received three reports of consumers falling when their stands detached. Two of these consumers reportedly suffered serious injuries, including broken bones.
Description: The recalled Big Foot and Lite Foot Series hunting tree stands are "hang-on" stands that can be identified by a yellow warning label affixed to the stand that reads: "Rivers Edge Hunting Products." These tree stands have dual post seat uprights and a gold-colored strap hook bracket. Only these model tree stands with the gold-colored bracket are included in this recall.
Sold in: Hunting stores and catalogs nationwide beginning in January 1998 for between $60 and $120. The tree stands were manufactured from January 1998 though July 2001.

Sturm, Ruger & Co.: Notice to Owners of Ruger M-77 Bolt Action Rifles. The trigger over-travel adjustment set screw in a few of these rifles may not be securely tightened and may move too readily. This change in original adjustment can, in extreme cases, either cause the rifle to fire unexpectedly (with the safety "off") or cause the rifle to not fire at all. This may occur suddenly, without warning.
Current production rifles have this set screw permanently secured. These rifles have a �T� inscribed on the under-side of the bolt handle. This condition cannot occur in any of our other firearms, such as the 77/22, 10/22, No. 1, No. 3, or the .44 Carbine, as their trigger mechanisms differ. For your safety, we ask that all owners of M-77 rifles (except those with a �T� underneath the bolt handle) contact us. You will receive a new locking screw that will replace your present over-travel adjustment set screw and detailed instructions for quick, easy installation. There is no charge for this service and replacing the screw will have no adverse effect on trigger pull. Do not use your M-77 rifle until you have received and installed the replacement screw.

Sturm, Ruger & Co.: Ruger P85 safety Modification. We are installing a safety modification that replaces the:safety and firing pin mechanism of the original Ruger P85 9mm pistols manufactured between 1987-1990. This modification does not apply to any P85 which has "MKIIR" stamped on either the right or left safety; the "MKIIR" identifies that the safety modification has already been installed. The modification also does not apply to any other model P-Series pistol (including the P85MKII) as this safety system is installed in all other models at the time of production. All Ruger P85 pistols should be fitted with this new safety system because a P85 pistol fitted with the new safety system will not accidentally discharge when the safety/decocker lever is engaged if the firing pin is broken in a particular way [that is] very important! It can help prevent accidents caused by the user's failure to take the basic safety precaution of always keeping the pistol pointed in a safe direction,especially when loading,unloading or decocking. The safety modification consists of modifying the pistol internally to accept the new safety system, there is no alteration to the frame itself.It is installed at no charge at our factory. The Federal Cartridge Company is recalling several lots of its .45 Long Colt semi-wadcutter hollow point ammunition�product No. C45LCA in a Classic 20 round box. Company officials say rounds from these lot numbers might exhibit excessive chamber pressures, and the use of this product could result in firearms damage and/or personal injury. Federal says consumers should not use ammunition with lot numbers 8J191, 8J192, 8J193, 8J194, 8J195, 8J196, 8J197, 8J198 and 8J199. Midway Arms Announce Recall of Tumblers Midway Arms Inc. of Columbia, Mo., is recalling tens of thousands of tumblers, used to clean gun cartridge casings for reloading. The tumbler's motor can overheat, presenting a fire hazard.
Midway Arms has received 13 reports of motors overheating and catching fire. Five of these fires caused minor and major property damage beyond the tumbler. No injuries have been reported.
Only tumblers sold under the Midway and Past brand names are involved in this recall. The Midway brand tumblers have a blue top and gray base with the words, "Midway...Model 1292...Tumbler" on a sticker on the base. The Past brand tumblers have a tan top and brown base with the word, "Past" on a sticker on the base.
Midway catalogs and independent arms distributors and dealers nationwide sold the tumblers from February 1992 through January 1997 for about $45.

CO2 Pistol Modification Announced By Smith & Wesson and Daisy
December 1983
Smith & Wesson, Springfield, Massachusetts and Daisy Manufacturing Company, Rogers, Arkansas, today announced a voluntary retrofit program for 200,000 CO2 pellet pistols produced by them, to decrease the possibility of an accidental firing when the gun is dropped.
In order for a pistol to fire accidentally, it is necessary for it to be dropped so it lands precisely on both the front and rear sight simultaneously or on the rear of the barrel or grip with the muzzle up in certain attitudes. The companies have not received any reports on injuries from an accidental firing caused as a result of dropping the affected pistols.
Models of CO2 pistols affected include approximately 172,000 Smith & Wesson models 78G and 79G which are designed and manufactured by them from 1970 through 1980 and approximately 25,500 Daisy models 780 and 790 manufactured from 1980, when Daisy purchased the tooling from Smith & Wesson, through June of 1982. The pistols were distributed nationally and retail for approximately $60.00.
All Smith & Wesson model 78G and 79G require retrofit. Daisy models 780 and 790 requiring retrofit have lot numbers beginning in C, F, G, L, LG, M, or Q. Pistols having the letter D on the butt of the grip frame do not require retrofit and should not be returned.
Daisy Manufacturing Company is handling all retrofits for affected pistols, whether they were manufactured by Daisy or Smith & Wesson. Owners of affected pistols are urged to return them to the Service Department, Daisy Manufacturing Company, 2111 South 8th Street, Rogers, Arkansas 72756, by United Parcel Service or Parcel Post. The normal UPS fee will be refunded.
Returned pistols should not contain CO2 cartridge since such mailings are not allowed under applicable regulations. The full name and street address of the sender should be included with the returned pistol since it cannot be returned to a post office address. Daisy will make the necessary retrofit and will return the pistol free of charge. Consumers should allow eight weeks for modifications to be completed and the pistol returned.

September 23, 1992 Benjamin-Sheridan Corp. Recalls CO₂ And Pneumatic Airguns
PRODUCT: Benjamin-Sheridan Corporation's CO₂ and pneumatic airguns. The airguns were sold from February 7, 1991 to August 10, 1992 through hunting and sporting goods catalogs and specialty stores.
PROBLEM: The airguns can cause serious injury or death because they can accidently discharge when the engaged safety is disengaged.
WHAT TO DO: Stop using the airguns immediately. Call 800-836-3101 for instructions on how to have the airguns repaired free of charge.
Benjamin-Sheridan Corp. has received no reports of injury. However, one reported incident of accidental discharge occurred as the safety was disengaged.
The CO2 and pneumatic airguns were sold nationwide from February 7, 1991 to August 10, 1992 through hunting and sporting goods catalogs and specialty stores. Approximately 65,000 airguns are believed to be in the possession of dealers and consumers. The model and serial number of every airgun is on the left side of the action.
Consumers should stop using the airguns and call Benjamin-Sheridan toll-free at 800-836-3101 for recall, repair and shipping instructions. Consumers should be prepared to give the operator the model and serial number of their airgun. Benjamin-Sheridan Corporation will pay UPS charges for shipping affected airguns and will repair the airguns free of charge.
Benjamin-Sheridan discovered the potential problem after a consumer complaint of an unexpected discharge of one model airgun. Subsequent testing by the firm's engineers in early August revealed additional models with similar problems.

[October 2003] Crosman Corporation is voluntarily recalling about 1,500 spring-piston, break-action air rifles. The air rifles can discharge unexpectedly when the user closes the barrel, posing a serious risk of injury to consumers and bystanders.
Crosman Corporation has received one report of an air rifle unexpectedly firing, though no injuries have been reported.
The recalled break-action, spring air rifles include Crosman Model numbers RM177, RM177X, RM677, RM677X, RM877 and RM622 that were produced before August 2001. Models produced after that time are not included in this recall. The recalled air rifles have brown wood stocks, black barrels, and blue and white striped spacers on the butt plate. The RM622 shoots .22 caliber airgun pellets; the other models shoot .177 caliber airgun pellets. The RM177X and RM677X were sold with scopes. Each barrel is imprinted with the model number and the words, "Manufactured for Crosman Corp. by Mendoza."
Authorized dealers, gun shops and sporting goods dealers nationwide sold the air rifles from June 2001 through August 2001 for between $130 and $250.
Consumers should stop using these air rifles immediately and contact Crosman Corporation at (800) 724-7486 between 8 a.m. and 4:30 p.m. ET Monday through Friday for instructions on returning the rifle for a free repair or replacement with a comparable model. Crosman will also reimburse consumers for the cost of shipping.

[March 1978] Repair Program For Hazardous [CROSMAN] Pellet Pistols Announced
Crosman Arms, a division of the Coleman Company, Inc. announced today that certain single shot, pump-up pellet pistols may discharge accidentally due to inadequately tightened screws.
Approximately 35,000 Model 1377 "American Classic" and Model 1322 "Medalist" pistols are suspect. They were distributed during 1977 and through January, 1978 and may have an improperly installed screw.
These pistols operate normally at first, but, repetitive use may cause the grip frame to loosen. If this occurs, there are three possible consequences:

The pistol cannot be cocked and is inoperative unless manually held together.
It can be cocked, but may discharge with the safety on.
It can be cocked and may discharge without the trigger being pulled.

To prevent this from happening, Crosman advises owners of the pistols to take their pistols to any Crosman-authorized service center. A list of those service centers was provided with each pistol. The pistols should not be used until examined by a Crosman representative.
All Model 1377 and 1322 pistols should be examined. Models produced after January, 1978 DO NOT contain the defect and are identified by an "R" stamped on the pistols and on the outside of the pistol carton.

Crosman BB Pistol May Have Inoperative Safety
[October 1977] Crosman Arms Company, a division of The Coleman Company, Inc., announced today the possibility of an inoperative safety in certain BB repeater pistols marketed under the Crosman name.
About 25,000 model number 454 repeater pistols were manufactured and distributed nationwide during 1977 for recreational shooting.
In a portion of these, an improper dimension on a receiver cover raises the possibility of the pistol discharging when the trigger is pulled with the safety engaged.
The company is trying to locate the pistols involved in order to make modifications to eliminate the possible problem at no cost to the consumer.
The pistols are identified as Crosman model 454, 16-shot, semi-automatic .177-caliber CO2 powered BB pistols. Suspect pistols can be identified by the first three digits of the serial number. The digits are 477, 577, 677, 777, or 877. The serial number is located on the left side of the pistol just below the name Crosman.
Pistols bearing these serial numbers but with an "R" stamped on the right-hand side of the casting under the grip or below the barrel on the front of the receiver have been inspected by Crosman and do NOT contain the possible malfunction.
Owners of the pistols are requested to take the pistol to the nearest authorized service center listed on a brochure which was included with the pistol when purchased. Description: The recalled air pistols include the Walther models CP Sport, CP99, and Nighthawk manufactured throughout 2003. The recalled models have a serial number of "J3," which is located on the right side of the air pistol. The Walther CP Sport and CP99 CO2 air pistols capture the look and feel of a Walther firearm. The Nighthawk air pistol is outfitted with a compensator, red dot sight, flashlight and a mounting system. If there is an asterisk inscribed next to the serial number, the air pistol is not part of the recall.
Sold at: Sporting goods stores and gun shops nationwide sold the CP Sports and CP 99s from February 2003 through July 2004 and the Nighthawks from October 2003 through July 2004 for between $85 and $300.

API Outdoors Announce Recall of Hunting Treestands
[October 2002] API Outdoors of Tallulah, La., a division of Outland Sports Inc., of Overland Park, Kan., is voluntarily recalling about 9,000 treestands used by hunters. A cable that secures the treestand to the tree can break, posing the risk of falls and serious injuries to hunters.
API Outdoors has received two reports of the treestand's cable breaking, including one person who fell from a tree and suffered leg abrasions.
The recalled treestands have the following brand names and model numbers: API Hi-Point Cable Cat Climbing Treestand, Model #CC501 and API Buckmaster Grand Slam Climbing Treestand, Model #GS3800BM. The treestands have an olive green frame, camo seats and seatbacks with black nylon cinch straps, and a yellow "WARNING" or "DANGER" label that reads in part, "Safety Restraint Must Be Used At All Times." The treestands are manufactured in Tallulah, La.
Retailers and distributors nationwide, including Wal-Mart, sold the Cable Cat treestands through mid-October 2002 for about $180 and Cabela's stores nationwide sold the Buckmaster treestands through mid- October 2002 for about $230.

Game Tracker Announces Recall of Climbing Sticks and Tree Steps
[December 2001] Game Tracker Inc., of Flushing, Mich., is voluntarily recalling 25,000 climbing sticks and tree steps. The buckles on the climbing sticks and tree steps can fail, posing a risk of serious injury to hunters.
Game Tracker and CPSC have received 16 reports of buckles failing, including one hunter who suffered a partial finger amputation and five others who suffered cuts, sprains, and bruises.
The recalled Gorilla Ultralite Climbing Sticks, model number 3163, have the serial numbers 040501, 050501, and 060801, printed on the main brace of the stick. The climbing sticks come in three to a package, are gray in color, have black swivel fold down foot pegs, and a black strap and buckle system. The recalled Strap-on Tree Steps, model numbers 3152 and 3153, have serial number 2899 stamped on the side of the metal step. The tree steps have a black strap, with a metal J hook, black buckle, and a metal step.
Hunting supply stores and catalogs nationwide sold these climbing sticks and tree steps from February 1999 through September 2001 for between $7 and $100
Consumers should stop using these climbing sticks and tree steps immediately. [September 2001] Hunter's View Ltd., of Peoria, Ill., is voluntarily Recalling about 30,000 treestands used by hunters. The cables on these stands can break, causing the treestand to fall to the ground, posing an injury hazard to consumers.
Hunter's View has not received any reports of injuries. This recall is being conducted to prevent the possibility of injuries.
The recalled treestands weigh between 16 and 22 lbs., are made of Aluminum and steel, and have a platform and padded seat cushion. The stands are attached to a tree and provide hunters with an elevated view of potential game. The models involved in the recall are the HVTS-100 Wildcat, HVTS-101 Wildcat with camo seat, HVTS-102 Wildcat Comfort Zone, HVTS-104 Wildcat Swivel Seat, HVTS-300 Big Daddy, HVTS-302 Big Daddy Comfort Zone, HVTS-400 Big Horn Ram, HVTS-402 Hoot Owl, HVTS-500 Timber Ghost, HVATS-3000 Big Daddy Lite, and HVATS-4020 Comfort Zone Swivel Seat. API Outdoors Announce Recall of Hunting Treestands and Treeseats
[September 2000] API Outdoors, a division of Outland Sports Inc., of Tallulah, La., is voluntarily recalling 54,000 treestands and treeseats used by hunters. The seat of these devices can collapse, causing the consumer to fall to the ground and suffer injury.
CPSC and API Outdoors are not aware of any injuries or incidents involving these products. This recall is being conducted to prevent the possibility of injury.
The treestands included in this recall are the Alum-I-Lok with model number AL50, Alum-I-Lok Original with model number AL100, Alum-I-Lok Magnum with model number AL100M, Pro-Lock with model number AL050P and Pro-Lock Magnum with model number AL100MR. A yellow and black label with the product name and model number, along with the API Outdoors logo and toll-free number is located on the treestand platform. These treestands have non-slip safety straps and a safety belt. The Bobcat Treeseat with model number AL910 also is part of this recall. A label on the attachment belt below the seat reads, "The Alum-I-Lite Bobcat Treeseat, Model AL-910." The seats with the treestands and treeseats are covered with camouflage fabric.

Bass Pro Shops Announce Recall of Hunting Tree Stands
[April 1997] Bass Pro Shops of Springfield, Mo., is recalling 2,140 tree stands used by hunters.The tree stand's buckle may in some instances have a sharp edge that can fray and break the gray nylon strap securing the stand to the tree. Consumers can be seriously injured if the strap breaks and the stand falls from the tree, especially if the consumer is not wearing a safety belt.
Bass Pro Shops has received 3 reports of the stand's straps fraying or breaking and Warren & Sweat received an additional 25 reports. One person fell from a tree, resulting in leg and ankle fractures and a sprained lower back.
The tree stand involved in this recall is sold under the brand name Warren & Sweat Mag-Lock Plus tree stands. The metal tree stand has a grid platform, measuring about 17 inches wide by 25 inches long, supporting a camouflage canvas covered seat. The seat sits about 19 inches above the platform. The tree stand has a 4-inch gray nylon strap that is permanently attached to the tree stand and buckle. There is a 67-inch black nylon strap that secures the stand to the tree. This black nylon strap is removable. There is a gray sticker on the tree stand that reads in part, "Warren & Sweat Treestands." There is a drawing of a deer on the label.
The tree stands were sold nationwide by sporting goods stores and the Bass Pro Shops mail order catalogue and in Missouri by the Bass Pro Shops Outdoor World store. The tree stands were sold from August 1994 through December 1994 for about $50.
Consumers should stop using the tree stands immediately and call Bass Pro Shops at (800) 554-5488 to receive a free replacement buckle and gray nylon strap, or return the treestand to the store where purchased for replacement of the buckle and gray nylon strap. Game Tracker Announce Recall Of Hunting Safety Belts And Climbing Harnesses
[June 1995] Game Tracker of Flushing, Mich., is recalling approximately 92,500 Deluxe Safety Belts & Climbing Harnesses and Lifeline Safety Harnesses. The climbing belts and safety harnesses were sold as a restraint mechanism to prevent hunters from falling when hunting from trees or tree stands.
The welded D-ring that connects the belt and rope can cause the belt to fray and break, which can result in a fall. Game Tracker is aware of five incidents in which the safety belt and harness failed resulting in falls and serious injuries.
The Deluxe Safety Belt & Climbing Harness, Models GTDSB and,3020, and Lifeline Safety Harness, Model 3040, were sold from 1990 to 1995. The belt and harness sets consist of a black, 2-inch-wide nylon webbing; 5/16 inch nylon cord; a metal D-ring; and a metal adjustment clasp. Model 3040 also has a leg harness made of similar black nylon webbing. The products sold nationwide for $19 to $21 in 1,700 sporting goods and archery stores.
Game Tracker is recalling all products sold to date to prevent future injuries. [June 1997] CPSC and Gamo USA Announce Recall of BB Air Pistols
Gamo USA of Fort Lauderdale, Fl. is voluntarily recalling about 1,335 Pre-Compressed Air-Pistols, Model AF-10, designed to shoot BBs. The BB air gun may discharge unexpectedly and could cause serious injury.
Gamo Pre-Compressed Air-Pistol Model AF-10 is a compact air pistol. It is a 10-shot repeater which can also be used as a single shot air pistol. It measures 8.6 inches long and weighs 1.3 pounds. It has an adjustable rear sight, manual crossbolt trigger safety, rifled steel barrel and a molded checkered grip. The AF-10 is sold in a black plastic carrying case with an inset handle.
The air gun was sold nationwide from June, 1994 to April, 1997 for approximately $81.50 each, through authorized dealers, gun shops, and sporting goods dealers.

Daisy BB Guns Recalled
[April 1979] The Daisy Manufacturing Company, a manufacturer of BB guns in Rogers, Arkansas, today announced that approximately 19,100 BB guns are being voluntarily recalled because of a possible malfunction. The announcement was made in cooperation with the U.S. Consumer Product Safety Commission (CPSC).
The BB guns under recall can be fired despite the fact that the safety mechanism is engaged, if the trigger is pulled and pressure is simultaneously placed on the right side of the trigger. The BB guns involved, model numbers 105A, 1938A and 111A, were manufactured between November 30 and December 21, 1978.
The BB guns being recalled can be identified by consumers through the model numbers which appear on the top of the gun barrel.
Routine inspection by Daisy employees revealed that this safety malfunction may develop after several thousand normal shots have been fired. No problem has been discovered with new guns or with guns fired less than 1,000 times. No injuries or complaints have been reported. Since the discovery of the possible malfunction, a design change has been completed and the malfunction corrected.
Dealers across the country have been notified to return their inventories of model 105A, 1938A, and 111A rifles. These BB guns retail for prices ranging from $11 to $21 apiece.
Owners of these BB guns are urged to immediately stop using them and to return these models to the Daisy Manufacturing Company, 2111 S. 8th, Rogers, Arkansas, 72756. Postage will be refunded and a new model incorporating the design change and bearing the new model numbers 105A-B, 1938A-B, or 111A-B will be returned to the owner.

Units: About 3,200
Manufacturer: First Samco Inc., through its Fobus USA Holster Division, of Southampton, PA.
Hazard: A plastic or leather strap on the gun holster can catch the trigger of the gun when inserted into the holster causing the gun to unintentionally discharge, posing an injury hazard to the user.
Incidents/Injuries: There have been eight reports of the Glock handgun unintentionally discharging when being inserted into the gun holster, and one report of a user injuring his finger when a Glock handgun unintentionally discharged while being inserted into the gun holster.
Description: The gun holsters are designed to hold a Series 17 and Series 19 Glock handgun fitted with a laser-sight light. "GL 2*EMZ" is engraved in the top of the gun holster and "FOBUS" and "MADE IN ISRAEL" is printed on the back of the gun holster. This recall involves two early versions of the Fobus GLT gun holsters, one with a plastic retention strap less than one inch wide and one with a leather retention strap less than one inch wide. The new design includes a strap that is more than one inch wide with a plastic tip too wide to be caught inside the trigger guard.
Sold at: Gun accessory retailers and distributors nationwide, as well as on-line at www.fobusholster.com between March 2002 and March 2003 for about $40 to $45.
Remedy: Consumers should stop using the gun holsters immediately and bring the recalled gun holsters to an authorized Fobus USA distributor for a free replacement gun holster or contact First Samco Inc. for instructions on how to return the product for a replacement item. [May 2001] Sturm, Ruger & Company, Inc. Announce Recall to Replace Padlocks and Cable Gun Locks
Sturm, Ruger & Co. Inc., of Southport, Conn. is voluntarily recalling 1.2 million padlocks and 800,000 cable gun locks that bear the "Ruger" name. The padlocks can be opened using keys other than those originally provided with the locks and the cable locks can be opened if struck with force potentially allowing unauthorized access to a firearm.
Ruger is aware of three incidents where a consumer was able to open a padlock without the use of its designated key. No injuries have been reported.
Lockable boxes using these padlocks were shipped by Ruger with its pistols and revolvers from 1987 until 1995. The red cable locks were shipped with Ruger rifles and shotguns from 1998 until March 2001. These locks were distributed nationwide.
Ruger began its voluntary lock replacement program in March 2001. Consumers with the recalled padlocks and cable locks should send them to Sturm, Ruger & Co. Inc., Dept. Remington Arms Company, Inc. is voluntarily recalling a limited number of Model 710 bolt-action rifles as a result of its discovery, during routine test firing, that some Model 710 rifles manufactured between July and October 2002 may have been assembled with an improperly made "Safety Detent Spring." Blaser R93 Rifle Safety Recall -- Trigger assembly
A small number of non-stainless-steel pins were inadvertantly used in the trigger assembly of some R93 rifles and can result in an accidental discharge if the pin becomes corroded and the rifle is in the cocked (off-safe) position. CPSC, National Shooting Sports Foundation Announce Recall to Replace Project HomeSafe Gun Locks
February 7, 2001
National Shooting Sports Foundation (NSSF), of Newtown, Conn., is voluntarily recalling about 400,000 gun locks for replacement. Under certain conditions, these locks can open without the use of a key. This can give unauthorized access to a firearm.
The NSSF and its lock supplier, Adstar Inc., of Merrick, N.Y., are unaware of any instances of unauthorized access by adults or children. The locks resemble a bicycle cable lock and have a red cable with a black padlock. Red vinyl bands around the top and bottom of the locks read, "PROJECT" and "HOMESAFE." "MADE IN CHINA" and "30mm" are imprinted on the bottom of the locks. The gun locks were distributed in clear plastic cylinders with Project HomeSafe literature.
The gun locks were distributed nationwide by NSSF as part of its Project HomeSafe Campaign for safe firearm storage. Law enforcement agencies distributed the gun locks free of charge from September 1999 through October 2000.
Recipients of the Project HomeSafe gun locks should call (800) 726-6444 anytime to receive a free replacement gun lock. Until the replacement gun lock is received, keep the original Project HomeSafe lock installed on the firearm. Consumers are reminded to never put a gun lock on a loaded gun, and to take extra precautions to make sure the gun is secure to keep kids safe.
The replacement lock has an improved locking mechanism and a thicker braided-steel cable. With the announcement of this replacement lock program, NSSF is resuming Project HomeSafe and encourages communities to enroll in the nationwide program by having a law enforcement official contact the NSSF.

Glock .40 S&W and other calibers:
The Bernalillo County, NM, Sheriff's Department is not re-thinking its adoption of the Glock .40-caliber pistol as a duty sidearm, but after at least four of the guns broke, the agency reportedly learned that Glock knew there was a problem with the pistols, but allegedly did not tell the department. According to the Albuquerque Journal, the problem could have left deputies armed with essentially single-shot pistols. After two of the guns broke, the department checked all 230 new Glocks that were purchased earlier this year. One more broken pistol was discovered, and a fourth busted gun had been purchased by a reserve deputy. The department's armorer, Deputy Robert Ray, confirmed the malfunctions to the newspaper. In response, Sheriff Joe Bowdich issued a special order allowing deputies to carry personal sidearms, once they qualify with those guns. Glock has dominated the law enforcement market for several years, and the Bernalillo County situation raised some alarms. The department traced the problem to what apparently is improperly-machined steel components in the pistol's lower end, which encloses the action and steel framework inside the polymer receiver. These two pieces, according to the report, can break under repeated firing, and the pistol reportedly could malfunction after one shot. Ray was quoted as stating he contacted Glock, which advised him that the company has known about the problem since May [2002]. Further information from a "Glockster": The rear frame rails (mostly the left) on guns manufactured between Sept. 2001 and May 2002 (Exxxxx S/N) are bent at a sharper angle then Glock would be satisfied with. [Glock has] what they are calling a "Frame Replacement Program" for those Glocks that fall in that manufacturing date. The new frames are coming from Austria and will have the same serial number as the original frame except for a "1" prefix in front of the serial number.

Trigger Lock Recall by Master Lock affects more than 750,000 trigger locks. The company is concerned that a "manufacturing discrepancy" could allow "children and other unauthorized users" access to a firearm equipped with one of the locks. MOSSBERG RECALL OF MODEL 695 -- O.F. Mossberg & Sons has announced a voluntary recall of a limited number of its Model 695 bolt-action shotguns, citing their potential to discharge when the bolt is closed on a live round. The shotguns under recall were produced in 1995 and 1996 within the serial number range M000101 to M015304, inclusive. Mossberg is cautioning owners of guns that fall within that range not to load or use them until they have been inspected and/or repaired at the factory. Colt recalls Light Rifle -- Colt has reported a problem with the bolt assembly; the firing pin on some rifles may fail to cock, leaving itself at rest on the primer of a chambered round. Colt aquired the rifle from Ultra Light Arms but owner Melvin Forbes was forced to take back what was left of his company after Colt reportedly failed to pay him. Reports persist, too, that the manufacturer of the Light Rifle, Saco Defense Systems, has 1500 rifles ready to ship but refuses to release them until Colt pays its bills.

If you have a Remington bolt-action rifle, you might want to take notice of a past and a current lawsuit. A case filed against Remington by a Great Falls, Montana couple after the husband accidentally shot himself in the foot while unloading a Model 700. That case has been settled out of court. The current case has been filed based on the accidental death of 9-year-old Gus Barber of Manhattan, Montana. The boy was accidentally shot and killed by his mother as she was attempting to unload the rifle. Allegedly, both cases are similar. The claim is that "Due to the presence of a bolt-lock mechanism, [you are] required to release the safety in order to open the bolt to eject the chambered round." According to the suit, "Immediately upon releasing the safety, the rifle suddenly and unexpectedly discharged." The suit notes, as well, "The trigger was not pulled or contacted in any manner, but instead the rifle fired on safety release...." While I am sympathetic to the family, I cannot help but wonder if the rifle's muzzle was kept "in a safe direction" until the firearm was rendered "action open and empty?" Such safety practices recognize the fact that mechanical devices sometimes fail. Also, while I have seen instances of a firearm discharging when the safety was released, this was usually preceded by sufficient pressure on the trigger - with the mechanical safety applied - to cause the gun to fire. A defective firearm may, then, fire when the safety is moved to "OFF" unless the action is recocked - something you are prevented from doing when the bolt handle cannot be raised with the safety "ON," designed as a safety feature in itself. You can easily see how you might be placed in a "no-win situation" by the existence of a mechanical problem. Of course, the bottom line is whether this proclivity to malfunction was a problem known to Remington Arms (currently Sporting Goods Properties, Inc.)?

Remington offers modifications for some bolt-action rifles -- Remington Arms Company has announced a "safety modification program" to address a problem in bolt-action centerfire rifles manufactured prior to March 1982, in the wake of the shooting death of 9-year-old Gus Barber of Manhattan, Montana. He died when his mother, Barbara, released the safety on her Remington 700 to unload the gun. The modification will remove the bolt-lock mechanism from the rifle, which was not used on guns manufactured after 1982. This mechanism prevented rifles from being unloaded unless the manual safety is placed in the "F" or "Off" or "Fire" position. After the modification, rifles can be unloaded when they are in the "Safe" position. Remington will do the work for $20 plus shipping and handling. Guns will be returned with a $20 rebate coupon good toward the purchase of Remington brand safety products. Affected by the modification program are: Model 700, 600, 660, 40-X (made before March 1982), 721 and 722 rifles as well as the XP-100 pistol (made before February 1975). I do not feel a $20 product-limited rebate coupon is tantamount to refunding the cost. I would recommend, however, you have the modification performed if you own one or more of the affected models. In today's legal climate, you might find yourself held "negligent" by failing to do so. Matter-of-fact, Remington's "Important Safety Message" states, "If you own one of these rifles and want to participate in this safety program...." Another Winchester ammo recall. The Olin Corporation is recalling one lot of Winchester Super-X Drylok Super Steel 12-gauge, 3-inch, 1-3/8oz, No. 2 shotshells.
